Committees and Offices

President

The President shall preside at all meetings of the Board of Directors; see that orders and resolutions of the Board are carried out; including the signing of all leases, mortgages, deeds and other written instruments.

The President chairs the monthly Board meetings (held September through May). In addition, the President meets twice monthly with the liaison, Director of Operations, for the management company to discuss on-going operations and develop the agenda for the monthly Board meetings.

The Fearrington Home Owners Association has established a committee comprised of all the presidents of the various service groups in Fearrington Village. This committee meets several times a year to discuss common problems faced by these groups and to  brainstorm solutions. The President of the WSG VI Board is a member of this group.

Following the Annual General Members (AGM) meeting of Weathersfield residents in the Fall, the newly elected Board meets to elect its officers and to assign committee chairmanships for the following standing committees: Nominating, Lot Appearance & Grounds Maintenance, Insurance, Building & Street Maintenance, Architecture, and Utilities.

Vice President

The Vice President shall act in the place of the President in the event of his or her absence, inability or refusal to act, and shall exercise and discharge such other duties as may be required of him or her by the Board.

Treasurer

The Treasurer shall be responsible for oversight of the financial matters including review and appraisal of the financial statements and documents provided by the management company, and will assist the management company in the preparation of the Annual Budget.  The Treasurer will also provide advice to the Board on financial matters, and the financial implication of all other Board initiatives.

Secretary

The Secretary shall record the votes and keep the minutes and proceedings of the Board and of the members; post copies of the minutes for member review; keep the Corporate Seal of WSG VI and affix it to all papers requiring said seal; serve notice of meetings of the Board and of the members; and shall perform such duties as required by the Board.

Article X, Section 1 of the WSG VI Bylaws authorizes the creation of the office of Secretary, and provides for his/her election at the organizational meeting immediately following the Annual General Meeting. The Secretary may be an elected director or may be a member who is not a director. The term of office for Secretary shall be one year and the incumbent may be re-elected by the Board.

Executing some of these responsibilities (posting copies of the minutes for member review, serving notice of meetings) requires the assistance of Mill House Properties. Other responsibilities include management of official correspondence of the Board, securing locations for monthly meetings of the Board or Annual General Meeting, facilitating general interactions between the Board and the members.

Landscape Committee

This committee is responsible for overseeing the maintenance of members’ lots and  common grounds, including cleanup of common areas, additional and replacement plantings, and tree and debris removal.

The chair of this committee oversees weekly routine maintenance of the landscaped areas around and near each townhouse. She makes the decisions on landscaping proposals, which are then implemented by Ruppert Landscapers and/or Davey Tree Experts. This work also includes pruning, tree removal, and refurbishing plantings where needed.

The Landscape Committee Chair also reviews request for landscaping modifications submitted by homeowners using the Request for Landscaping Modification Approval Form.  Additional information on how the committee works can be found at WSG Landscape Committee FAQs.  See also WSG Covenants, Article VI—Exterior Maintenance for further information.

Utilities Committee

This committee is responsible for the administration and periodic review of utility services in WSG VI which include: trash pick-up, waste and recyclable items; water service, including common area system; electric street lighting; storm water drainage system; … sanitary sewer system; and other services that may occur; [and] to keep the residents up-to-date as to maintenance required to enable WSG VI to have reliable utilities.

The committee is responsible for oversight of the following basic services provided to our community: water, street lighting, sewer, garbage, storm water, cable, telephone, electric and gas systems. The committee works closely with Mill House Properties and liaisons with providers to ensure reliable quality services.

Architectural Committee

This committee is responsible for considering the approval of any exterior changes or alterations to any owner’s home and other architectural control matters as set forth in Article V of the Weathersfield Declaration of Covenants and Restrictions.

The Architectural Committee is a standing committee of the Weathersfield Service Group Board of Directors. The Board has delegated to the Committee authority to approve homeowner applications for any changes or alterations to the exterior of the home. If homeowners wish to make a change or alteration, they must complete and submit to the Committee a Request for Property Modification Approval form together with any appropriate attachments, including a plot plan and appropriate design drawings.

The Board has approved guidelines for typical modification requests, including decks, screen porches, storm doors, rain gutters, and front door color changes. A homeowner may contact a Committee member to obtain a copy of the appropriate guidelines for the planned project. See also WSG Covenants, Article V—Architectural Control for further information.

Insurance Committee

This committee is responsible for administration of the WSG VI insurance program, which provides, in accordance with the Declaration of Covenants and Restrictions, for full cost replacement coverage on all improvements on WSG VI properties except for owners personal property, liability coverage on all common properties, and Directors and Officers liability coverage.

Each year, approximately 12 to 15% of HOA dues are spent on  insurance. The coverage is a $10,000 deductible Condominium Association-Residential policy (Premier Businessowners –  Habitational, BPHM). It insures each homeowner’s structural residence. The homeowner is responsible for all the contents of the home and the $10,000 deductible. Essentially, if the home were tipped upside down and shaken, all that falls out is considered personal property that must be insured by the homeowner. It is therefore recommended that homeowners purchase their own H0-6 policy, commonly known as “studs in” or “walls in” coverage, to cover the deductible and their personal property. The Insurance Committee is responsible for finding the best Condominium Association policy for Weathersfield.

Building and Street Maintenance Committee

This committee is responsible for 1) exterior maintenance of townhouses (excluding glass surfaces); 2) maintenance of garages; 3) termite protection services; and 4) maintenance of sidewalks,  parking areas, and driveways within the common areas owned by the Service Group.

The Building and Street Maintenance Committee is a standing committee of the Weathersfield Service Group (WSG) Board of Directors. The Committee works closely with our management agent, Mill House Properties, to oversee normal maintenance of townhouse exteriors; garages (which are owned in common by WSG); and private streets, parking lots and sidewalks (which are also owned by WSG). Homeowners may submit a request for maintenance service by writing, texting, or calling the management agent. Additional information about what maintenance is the responsibility of WSG and what are the homeowner’s maintenance responsibilities can be found on the WSG Responsibility Chart.

The Committee is also responsible for developing and, upon Board approval, implementing a Major Maintenance Plan for Weathersfield. Examples include roof replacement, repaving, and other large-scale projects to maintain the functionality, safety and appearance of Weathersfield physical property.

Communications Committee

This committee is responsible for developing and maintaining effective communications with all residents, from welcoming new owners with appropriate information to alerting all owners to changes in policy or procedure.

Nominating Committee

Nominations for the election of the Board of Directors shall be made by a Nominating Committee.  Nominations may also be made from the floor and the Annual Meeting.
